LYE Lin Heng
LYE Lin-Heng [(LLB (NUS), LLM (King's College, London); LLM (Harvard)] is a member of the Faculty of Law, National University of Singapore (NUS), and Deputy Director of its Asia-Pacific Centre for Environmental Law (APCEL). She is an Advocate & Solicitor of the Supreme Court of Singapore and teaches and researches in environmental law and property law. She chairs the Executive Committee for the multi-disciplinary Master of Science in Environmental Management (MEM) programme hosted by the School of Design and Environment, NUS.
She is a Member of the IUCN Commission on Environmental Law (IUCN-CEL) and chaired the CEL's Workgroup on Environmental Legal Education on the establishment of the Academy on Environmental Law, 1999-2003. She has been a member of the Board of Governors, IUCN Academy of Environmental Law since 2007, representing Southeast Asia. She was co-chair of the Academy's Teaching and Capacity-Building Committee and now chairs its Membership Committee.
She was Legal Advisor to Singapore's oldest environmental NGO, the Nature Society, for many years. She is a resource person in capacity-building programs conducted by the World Bank, the Asian Development Bank, the Singapore Ministry of Foreign Affairs, and the Singapore Environment Institute, Ministry of Environment & Water Resources. She has published on environmental law and management, nature conservation, trade in endangered species, environmental taxation, and public participation. She is a member of the Singapore Land Titles (Strata) Board and the Ministry of Environment and Water Resources' Advisory Committee on Water Quality. She is Visiting Associate Professor at the Yale School of Forestry and Environmental Studies and also teaches at the University of Sydney Law School.
