Nilufer Oral is a member of the Faculty of Law at Istanbul Bilgi University, Istanbul, Turkey and is Deputy Director of the Istanbul Bilgi Marine Research Center for the Law of the Sea. In addition to serving on the Board of the IUCN Academy for Environmental Law she co-chairs the IUCN Specialist Group on Oceans, Coasts and Coral Reefs of the Commission on Environmental Law and was elected as IUCN Regional Councillor (2012-2016).
She advises the Turkish Foreign Ministry on law of the sea, climate change and has participated as a negotiator with the Turkish Delegation in UNFCCC negotiations since 2010. She has also served as legal advisor to the Turkish Foreign Ministry Delegation at the International Maritime Organization 1998-2002.
Nilufer Oral is a Distinguished Senior Visiting Scholar at the Law of the Sea Institute, University of California School of Law, Berkeley (2011-2013).
She has published on issues related to law of the sea and protection of the marine environment.
Rob Fowler is an Adjunct Professor in the Law School at the University of South Australia, having retired in late 2008 after teaching and researching in the field of environmental law in Australia for over thirty years. He continues to teach environmental law part-time at the University of South Australia and also at the University of Adelaide and the Australian National University. He is the Chair of the IUCN Academy of Environmental Law and represents the Oceania region on its Governing Board. Rob is also Chair of the South Australian Environmental Defender’s Office, a public interest environmental law firm, and serves as a member of the Governing Board of the Australian Conservation Foundation, a national environmental NGO in Australia. He is also a member of the IUCN Environmental Law Commission, and participates in two of its Specialist Groups, on soils and forests. His research interests include climate change, forestry, soils and protection of the marine environment.
Gilberto Rincón González founder and current director of CEID-Colombia - Center of studies for sustainable development, has broad experience, working for more than 20 years as senior legal counsel for multinational oil companies . He was a Member of theColombian delegation to negotiate the UNFCCC Kyoto Protocol cop 6 in The Hague Holland. President of the Colombian Environmental Bar Association and its permanent delegate to the United Nations Commission on Sustainable Development-CSD, in New York.
Gilberto is a lawyer specialized in Environmental Law at the Rosario University and has a MBA of the IESE –Navarra University in Spain and a degree in Comparative Law from the University of Texas At Dallas. Gilberto is currently responsible for implementing in Colombia the program of the United States Environmental Protection agency-EPA, on Environmental law, Enforcement and Compliance and has translated to Spanish and published with the Rosario University the Lester Brown’s books Plan B 2.0 and Plan B 3.0
During the last four years, Gilberto has been involved in teaching and research activities, with special emphasis in Climate law, Enforcement and Compliance and Multilateral Environmental agreements.
Dr. Professor Wang Xi is Associate Dean of the Law School, and Director of the Environmental and Resources Law Institute, of Shanghai Jiao Tong University. He is a leading environmental law scholar in China. He is a member of the Academic Committee of the Key Institute of Education Ministry of P.R.C for the Field of Environmental Law. He is Vice Chairman of the Chinese Society of Environmental and Resources Law. He served as a Deputy Public Prosecutor General of Hubei Province from 2000-2002. He is a member of the National Committee of the Chinese People’s Political Consultative Conference. He received B.A degree from Wuhan Normal College in 1981. He graduated from the Law School of Wuhan University in 1984 (M.L.) and from Washington University Law School in 1987 (M.J.S). He got Ph.D. in Law from Wuhan University Law School in 2000. In addition to teaching, he has provided legal consultation on environmental law for Chinese national and local legislatures and international organizations. He has been invited as visiting professor and conference participants by environmental law institutions in North America, Europe, Australia, Southeast Asia and Africa. His major publications include a university textbook of International Environmental Law book on Environmental Law of USA and the Volume of Environmental Law of China, the International Encyclopedia of Laws published by Kluwer Law International in 2006
Dr. Professor Bharat H. Desai received his Masters and Ph.D. in international environmental law from Jawaharlal Nehru University and his LLM in international law from Gujarat University. Since 1987 he has been an Associate Professor of International Law in the Centre for International Legal Studies of the School of International Studies at Jawaharlal Nehru University. He holds the prestigious Jawaharlal Nehru Chair in International Environmental Law and is Professor of International Law as well as Chairman of the Centre. He has been a visiting fellow in a number of European universities and institutions. He has served as a resource person for training workshops organized by UNEP, the International Union for the Conservation of Nature (IUCN) and the Asian Development Bank.
As a Humboldt Fellow, Prof. Desai worked at University of Bonn on the treatise Institutionalizing International Environmental Law (New York: Transnational, 2003). Main areas of his current research work include law-making and institution-building processes in centralized legalization on sectoral environmental issues, international environmental governance, legal status of the secretariats of multilateral environmental agreements (MEAs) as well as ‘synergy and inter-linkages’ concerning MEAs. His monograph on Multilateral Environmental Agreements and Human Security has been published by United Nations University-EHS (Bonn: 2006). Two of his important works on Legal Status of Secretariats of Multilateral Environmental Agreements as well as International Environmental Governance will be published in 2009 by Cambridge University Press and Routledge respectively.
Prof. Desai is engaged in ‘Regional Capacity Building in Environmental Law’ in the South Asian region. He is being consulted by the Indian Ministry of Environment & Forests as well as Ministry of External Affairs. He has also been inducted as a member of the official Indian Delegations to various intergovernmental meetings.
